บทคัดย่อ


The objectives of this thesis were aimed : 1) to study the states and problems of educational management, 2) to determine the strategies for educational management development, and 3) to evaluate the strategies for educational management development at the General Buddhist Scripture Schools in the Upper Northern Part of Thailand. It is an applied research, of which the population included 93 General Buddhist Scripture Schools in the Upper Northern Part of Thailand. Statistics used in the research included frequency, percentage, mean, standard deviation, median, and interquartile range. The research results are summarized as follows:
1. The Educational management status from all perspectives is rated as good, and what is best performed are school curriculum development, learning process development, expenditure evaluation and accounting operation, sufficiency of allotted resources and effective management,
promoting the personnel to be endowed with knowledge and competency, moral and ethical values, paperwork management, administration system arrangement, school quality and status, keeping clean and orderly the building and premises as well as the environment, schools being supported by funds from the Office of the National Buddhism, divided into three categories: educational management budget, food allowance, and yellow robes allowance; while the education management problems are rated at a median level, and the hardest problems are school curriculum development, teaching aids and educational technology innovation, learning source development, learning process development, students having poor fundamental knowledge, school budget allotment, changing the position of personnel, including controlling and observing the discipline of the personnel, as well as administering and developing the students, and introducing innovation and technology for educational use.
2. Strategies for education development are : 1) the students being good religious followers endowed with desirable qualifications, 2) budget allotment system being consistent with annual work plan and supportive funds, 3) personnel having competency and etiquette according to the standard and security in profession, and 4) participating and establishing networks between schools and other educational institutions and communities.
3. The experts expressed opinions that : 1) the components of the strategies for educational management development, that is, vision, commitment, strategy, goal, and products possessing the appropriateness in scale to the most and to much degree, and possibility, is assessed at a high and the highest level signifying high agreement of their opinions, 2) strategies for student development to be qualified religious followers endowed with quality of moral and ethical values, budget allotment and expenditure based on the principle of good governance and the most effective usage, strategies for personnel to be developed with competency and etiquette according to standards, and security in profession, and strategies for establishing a network with other education institutions and communities. The above components are most appropriate and fairly well appropriate, while possibility is rated at a high and the highest level signifying high agreement in their opinions.
